If everyone could find let's say a week a year, that's only about 30mins a week or 0.5 day over two months, just imagine what we could create.
Real problems being scoped by people with real passion. They may not work in that team or be responsible for that issue but have ideas. Its a bit like hacks and focussing time on an issue with a load of people with different skills and perspectives.
Ideas change things. If we do the same thing we'll get the same thing.
